On September 3, 2026, USDA's Farm Service Agency made its Application Fast Track permanent for qualifying direct-loan applicants and announced additional changes to direct-loan collateral reviews and guaranteed loans.

The direct-loan fast track is now permanent

FSA's Application Fast Track uses financial benchmarks and repayment history to identify lower-risk direct-loan applications for an expedited underwriting process. FSA says an average of 23% of direct-loan customers qualified during the pilot that began in 2023, and those applications were processed about eight calendar days faster.

The process is available nationwide to qualifying producers. FSA also announced changes to direct-loan collateral valuation intended to help loan closings move faster.

Some guaranteed loans will use a shorter lender review

FSA guaranteed loans are made by participating banks, credit unions, and farm credit organizations, with FSA guaranteeing the lender against part of a possible loss. Under the new policy, experienced institutions in FSA's Preferred Lender Program can certify certain borrower and collateral requirements in place of a more detailed agency review.

Preferred lenders may begin using that delegated authority with traditional loan narratives on October 1, 2026. FSA says a new electronic system for guaranteed-loan applications and supporting documents is planned for early 2027; paper applications will remain available.

What did not changeThe announcement changes parts of the application and review process. It does not make every applicant eligible, guarantee approval, set a universal closing date, or replace the need for complete and accurate records.

Questions Nebraska borrowers can ask now

  • Is this a direct FSA loan or a loan made by a commercial lender with an FSA guarantee?
  • Could this direct-loan application qualify for Application Fast Track?
  • If a guaranteed loan is involved, does the lender participate in FSA's Preferred Lender Program?
  • Which financial, production, collateral, and ownership records are still needed?
  • What terms, security requirements, and repayment assumptions should be compared before proceeding?

Where to start

FSA's online Loan Assistance Tool can help producers identify possible loan types and prepare for a conversation. The official decision, requested records, rates, terms, and timeline come from FSA and the participating lender.
